The Government in England is represented by a Chancellor appointed by the Grand Master of the Order. Together with the Chancellors of Scotland and Wales they form the Grand Council for the United Kingdom. All Chancellors act as Ambassadors extraordinary and plenipotentiary (or Ministers) of the Central Government (The Chancellery) and they are the highest ranking individuals to represent the Order in their appointed States. Their work is to advise and assist the Grand Master in any given area and to represent the Order to all official entities and in all official ceremonies.

The Chancellor of England presides to and is assisted by the Council of England composed by the nineteen Counselors in charge of the nineteen Dioceses and Archdioceses of England: Birmingham, Clifton, Shrewsbury, Liverpool, Hallam, Hexham & Newcastle, Lancaster, Leeds, Middlesbrough, Salford, Southwark, Arundel & Brighton, Plymouth, Portsmouth, Westminster, Brentwood, East Anglia, Northampton and Nottingham. Each Counselor is assisted locally by two Lieutenants.
